Overview

Council is composed of 12 members — six are Ontario Certified Teachers (OCT) and six are members of the public who are not and never have been a member of the teaching profession. OCTs with a status other than good standing must reinstate their membership to be eligible for a position on Council, a committee or a roster.

Members of Council also serve on one or more of the following Council subcommittees:

  • Audit and Finance
  • Human Resources
  • Selection and Nominating

Each subcommittee’s mandate is prescribed in regulation or the College’s bylaws, depending on its role in the governance structure.

Members of Council are not permitted to serve on the College’s statutory committees, regulatory committees or rosters, and vice-versa.

Applying for Council

In addition to eligibility requirements outlined in regulations, the College’s governance structure uses a competency matrix to identify the essential skills, professional backgrounds, and lived experiences required to effectively regulate the profession in a way that reflects Ontario’s diversity. Every individual who applies is vetted with the matrix as a guide.

Applications for governance positions from OCTs and members of the public are accepted all year and are held for review until the annual selection process, which occurs near the end of each calendar year and is conducted by the Selection and Nominating Subcommittee.

The Selection and Nominating Subcommittee recommends members who are OCTs to Council for appointment, while recommendations for appointments of members of the public are shared with the Lieutenant Governor in Council.

Council terms

Council members who are OCTs are appointed for two-year terms. A person appointed to Council may serve no more than six consecutive years of service. Individuals who served on previous Councils, committees or rosters for a combined total of six consecutive years cannot be appointed until three years after their last day of service.

Role of Council Chair

The Chair of Council is appointed for a one-year term.

As prescribed by regulation, the Chair of Council is responsible for:

  1. Providing leadership to the Council by,
    1. guiding the Council in carrying out its responsibilities and working collaboratively with the Registrar,
    2. leading orderly deliberation and decision-making on matters before the Council, and
    3. acting as the liaison between the Council and the Registrar.
  2. Managing meetings by,
    1. calling and presiding over meetings,
    2. approving meeting agendas and meeting dates,
    3. ensuring that meeting agendas reflect matters assigned to the Council in accordance with the Act or the regulations,
    4. ensuring that minutes are taken at each meeting, reviewing and approving minutes at subsequent meetings, and signing the minutes once approved,
    5. directing members of the Council who have made a conflict of interest declaration to leave the meeting when the issue in question is being discussed, and
    6. providing reports for inclusion in the annual report and for presentation to the annual meeting of members.
