Teaching certificates may be issued with conditions. These conditions do not prevent you from teaching in Ontario’s publicly funded schools.

Ontario Certified Teachers (OCT) in good standing can teach while fulfilling conditions.

Please ensure that you review your certificate and its conditions. The information in the chart below will help you understand your conditions and how to fulfill them. Please also see our brochure, Credential Assessment: For Members with Conditions on Their Certificate.

To be eligible for a Certificate of Qualification and Registration (CQR) without conditions, your initial teacher education program must be academic, not employment-based and completed at the post-secondary level. It must also lead to certification or authorization to teach in the jurisdiction where you completed it.

Your program needs to include at least four semesters of teacher education coursework that is comprised of:

  • education foundations
  • methods suitable for two teaching qualifications in Ontario
  • complementary education to support methodology coursework and
  • a minimum of 80 days of practice teaching.

You must also meet the academic, language proficiency and professional suitability requirements for certification.

A CQR can be issued with any of the following conditions listed below.

You may be required to complete more than one type of condition on your certificate.

Condition What you need to do to fulfill it

A condition to complete one or more courses in complementary education of your choice

Note: Schedule C courses or additional courses in education* that are offered as part of an initial teacher program at an accredited Ontario faculty of education may be used to fulfill the complementary education course condition. The College will also consider equivalent coursework** to fulfill this condition. Any coursework that is used to fulfill the complementary education course condition will not appear on your certificate.

You cannot change your decision once you inform us of your decision to fulfill a condition with a Schedule C course.

A condition to complete one or more Additional Basic Qualification (ABQ) course(s)

  • Successfully complete one or more ABQ courses, according to the instructions on your certificate.
  • Choose a teaching subject if your condition requires you to complete an Intermediate or Senior ABQ. View the complete list of subjects in Schedule A.
  • Find an approved provider of Additional Qualification courses by using our Find an AQ search tool.

Note: Only Primary, Junior, Schedule A or Schedule B courses may be used to fulfill the ABQ course requirement.

A condition to complete a practicum or equivalent teaching experience

OR

  • Provide proof of successful teaching experience in Ontario, as certified by a school principal. This teaching experience must occur while you hold a valid CQR.

Your CQR will be issued with conditions if you have incomplete registration requirements related to your initial teacher education program.

There may be additional conditions and requirements that you must meet to complete your certification or to convert a Transitional Certificate or Multi-Session Transitional Certificate to a CQR.

A condition to successfully pass the Math Proficiency Test (MPT) Successfully complete the Math Proficiency Test (MPT). You can register for the MPT at mathproficiencytest.ca.
A requirement to pass the Sexual Abuse Prevention Program Successfully complete the Sexual Abuse Prevention Program by your applicable deadline.

You can request a review of any term, condition or limitation imposed on your CQR by the Registration Appeals Committee. See Certification Decision Review Process for more information.

The Registration Appeals Committee will review your request and notify you in writing of its decision. The committee will use its best efforts to make a decision within 120 days of a review being requested.

Glossary of terms

Additional Basic Qualifications (ABQ) courses allow you to add another division or subject area to what you are already qualified to teach. ABQ courses can prepare you to teach students at the Primary, Junior, Intermediate or Senior level, or in Technological Education. They can also provide English- or French-speaking teachers with the skills to work in the other language. Primary, Junior, Schedule A or Schedule B courses must be used to fulfill the ABQ course requirement.

Schedule A: One-session ABQ courses that prepare you to teach in another division or general education subject area at the Intermediate or Senior level. They also support a your professional practice by extending skills and knowledge in design, delivery and assessment in the division or subject.

Schedule B: One-session ABQ courses that prepare you to teach additional technological education courses. They support your professional practice by adding to technical proficiency and pedagogical knowledge and skill.

Schedule C: One-session Additional Qualifications courses that extend your knowledge and skills in design and delivery of specific programs. They also support professional practice by preparing you for specific roles. Successfully completing a Schedule C course or equivalent* will fulfill a condition to complete a course in complementary education.

*Courses in Education: If you have completed additional courses in education that were offered as part of an initial teacher education program at an accredited Ontario faculty of education, and you would like to use them towards fulfilling complementary education course conditions, you must arrange to have an official transcript sent to the College. Once we have received the transcript, we will fulfill your conditions and update your certificate.

**Equivalent Standing: The following information will help you determine whether you should request equivalent standing for coursework in complementary education.

To meet the requirements for equivalent standing, the coursework must be completed at an acceptable teacher education institution outside of Ontario, in addition to your initial teacher education program required for certification.

Once you have completed the coursework at an acceptable teacher education institution, you must arrange to have an official transcript sent directly from the institution to the Ontario College of Teachers. Once we have received the transcript, the College will determine if the course meets the requirements for equivalent standing and fulfilling your conditions.

Please note that the College does not conduct pre-assessments of coursework. We can only provide an assessment outcome once we have received an official transcript. Only Schedule C coursework is guaranteed to fulfill the conditions of complementary education.
