Current Certificates

Certificate of Qualification and Registration

The Certificate of Qualification and Registration (CQR) is a member's annual licence to teach in Ontario. The CQR lists a member’s teaching, academic and technological qualifications. The CQR is also known as a General Certificate of Qualification and Registration.

Transitional Certificate of Qualification and Registration

The Transitional Certificate of Qualification and Registration (TCQR) is available to eligible teacher candidates who are enrolled in an Ontario-accredited teacher education program. Members who hold a TCQR can work as occasional or supply teachers while the complete their teacher education program. TCQRs are valid for 18 months with a possible six-month extension.

Multi-Session Transitional Certificate of Qualification and Registration

A Multi-Session Transitional Certificate of Qualification and Registration (MTCQR), may be held by members who have completed the first session of their teacher education program in technological education, Primary and Junior, First Nations, Métis and Inuit Ancestry or Native Second language. They must also have completed a practicum of a minimum of 10 days and 12 post-secondary credits or their equivalent. The MTCQR allows members in Good Standing to teach for up to six years with a possible one-year extension. Prior to August 30, 2023, the MTCQR was known as the Transitional Certificate.

Temporary Certificate of Qualification and Registration

A Temporary Certificate of Qualification and Registration is for College members who are still completing their professional education. The Temporary Certificate program will end on December 31, 2023.

Historical Certificates that are no longer issued:

  • Certificate of Qualification
    The Certificate of Qualification was a member's annual licence to teach in Ontario. This certificate outlined a member’s teaching qualifications.

  • Interim Certificate of Qualification

    The Interim Certificate of Qualification was issued to teachers educated outside of Ontario who met the academic, professional and language proficiency requirements.

    It was renewed annually or converted to a Certificate of Qualification by completing the conditions that were placed on the certificate.

  • Certificate of Qualification (Limited)

    A Certificate of Qualification (Limited) was held by teachers who had completed the first part of a two-part technological education program or teachers of native ancestry who had completed the first session of the two-part teacher education program for Primary/Junior Divisions.

    It was valid for one year while the member accumulated additional experience and professional education to convert a limited certificate to a Certificate of Qualification.

    A teacher had to successfully complete one year of teaching and the second session of their teacher education program to be eligible for a Certificate of Qualification.

  • Certificate of Qualification (Restricted)

    A Certificate of Qualification (Restricted) was held by teachers who had completed a one-year teacher education program for Dance, Native Language as a Second Language, Teaching the Deaf or Teaching the Developmentally Delayed.

    It meant the teacher was fully qualified to teach, but was restricted to teaching the subject that was named on their certificate.

  • Certificate of Qualification (Limited, Restricted)

    A Certificate of Qualification (Limited, Restricted) was held by teachers who had completed the first or second part of the three-part teacher education program for Dance, Native Language as a Second Language, Teaching the Deaf or Teaching the Developmentally Delayed. It was valid for one year.

    After completing two years of teaching and the third session of the teacher education program, they were eligible for a Certificate of Qualification (Restricted).

    It was renewed annually for six years or was converted to a Certificate of Qualification by completing additional requirements.

  • Interim Certificate of Qualification (Limited)

    The Interim Certificate of Qualification (Limited) was issued to teachers who were certified to teach elsewhere in Canada but did not satisfy the initial certification requirements in Ontario.

    It was renewed annually or converted to a Certificate of Qualification by completing the conditions placed on the certificate.

Name History

A list of the member’s name history. The current name appears at the top of the list.

Professional Designations

  • Ontario Certified Teacher (OCT)

    A professional designation that is entrenched in law. Only those who meet the standards of certification and maintain their licence in good standing can use the OCT designation and teach in Ontario’s public school system and any other settings that require College certification.

  • OCT- Inactive/Non-Practising

    A professional designation that is entrenched in law. It recognizes individuals who have specialized teaching knowledge and experience but are no longer active members of the College and cannot teach in Ontario’s public school system or any other settings that require College certification.

Membership Statuses

  • Inactive/Non-Practising

    The member has retired or has been suspended for non-payment of their annual membership fee.

    The individual may not teach in publicly funded schools or any other settings that require College certification until they have been reinstated by the College.

  • Good Standing

    Signifies the member has registered with the College, has paid the annual membership fee and has a valid certificate for that calendar year. The member is authorized to teach in publicly funded schools in Ontario while maintaining good standing.

  • Good Standing with Terms, Conditions or Limitations

    Signifies that the member has registered with the College, has paid the annual membership fee and has been issued a certificate valid for that calendar year. The member is authorized to teach in publicly funded schools in Ontario while maintaining good standing.

    The Certificate also includes specific terms, conditions or limitations placed on the member by a Committee of the College or by the Registrar.

  • Expired

    Signifies a member's certificate has expired and the member has chosen not to renew it. The teacher is no longer a member and may not teach in publicly funded schools.

  • Cancelled

    Certificate has been cancelled due to member failing to satisfy the Ontario Teacher Qualifying Test requirement. The individual is no longer a member and may not teach in publicly funded schools.

  • Suspended

    The member has been suspended for a specific time period as a result of a decision by a panel of the Discipline Committee or Fitness to Practise Committee of the College. The member may not teach in publicly funded schools while under suspension.

  • Cancelled – Resigned

    Members can receive this status for two distinct reasons, either:

    • the member has informed the College in writing that they wish to cease being a member of the College and the Registrar has cancelled their teaching certificate;

    OR

    • an investigation or a discipline/fitness to practise proceeding had been commenced and the member has agreed to resign from membership in the College and have their certificate cancelled by the Registrar.

    In either case, the effective date is the date the College received the notice of resignation. These individuals are no longer members of the College and may not teach in publicly funded schools in Ontario.

    The College retains jurisdiction over former members with respect to allegations of professional misconduct, incompetence or incapacity that took place while the person was a member of the College.

  • Revoked

    The member's certificate was revoked as a result of a decision by a panel of the Discipline Committee or the Fitness to Practise Committee of the College. The person is no longer a member of the College and may not teach in publicly funded schools.

  • Cancelled by Registrar

    The member's certificate has been cancelled by a decision of the Registrar of the College. The individual is no longer a member and may not teach in publicly funded schools.

  • Interim Suspension

    An interim order was made to suspend the member’s certificate. The member is not permitted to teach in any publicly funded school in Ontario, or to hold any position that requires a certificate. Terms, conditions or limitations may also be imposed on the member’s certificate.

  • Certificate Surrendered

    Member has surrendered their certificate and is not eligible to teach in a publicly funded school in Ontario.

Academic and Technological Qualifications (formerly Degrees)

Provides a list of all postsecondary degrees held by the member, the name of the granting institution and the date the degree was awarded. It confirms that teachers of technological education subjects have met the work experience and competency requirements needed to teach those subjects and includes acceptable certificates, diplomas/advanced diplomas and certificates of apprenticeship.

Program of Teacher Education

The name of the program of professional education completed by the member.

Teaching Qualifications (formerly Basic Qualifications)

Provides a list of the teaching subjects that a member is qualified to teach at certification, based on their teacher education program.

Additional Qualifications

These are any Additional Qualifications or Additional Basic Qualification courses that were awarded since the member was certified.

New Teacher Induction Program

The New Teacher Induction Program (NTIP) is a government-mandated induction program for new Ontario teachers, which is administered by district school boards and provincial school authorities.

Successful completion of the NTIP requires two satisfactory ratings on teacher performance appraisals for new teachers conducted at the school level. New teachers must have two appraisals within their first 12 months of teaching.

Teachers have an additional 12 months to complete the NTIP in the event that one of the appraisals in their first year of teaching results in a performance rating that is not satisfactory.

Notice of successful completion of the NTIP is submitted to the College by the school board or school authority and noted on the teacher’s Certificate of Qualification and on the College’s public register, Find a Teacher.

For the purposes of the NTIP, new teachers are defined as all new teachers (including teachers trained out-of-province) certified by the College who have been hired into permanent full-time or part-time positions by a school board, school authority or provincial school since September 2005.

Sexual Abuse Prevention Program

Completion of the Sexual Abuse Prevention Program is a provincially legislated requirement for all Ontario Certified Teachers and individuals who are applying to the College for certification.

Status History

This indicates the types of certificates held by a member throughout their career and whether or not their status with the College has changed. More information about the different certificates that Ontario teachers may hold is available here.

Notation

Additional text or information pertaining to the status of a member, or additional information regarding the member’s certificate.

Disciplinary Decisions

This information would include:

  • decisions from Discipline Committee hearings that were open to the public
  • decisions and memorandums of agreement (MOA) ratified by Investigation Committee panels that explicitly stipulate that the documents will be made available
  • information that could identify child victims or other vulnerable parties has been removed from the texts, as well as any information affected by a court-ordered publication ban.
