The College receives and investigates complaints related to professional misconduct, incapacity and incompetence that are not frivolous, vexatious or an abuse of process.
If you have a concern about a member of the Ontario College of Teachers, phone our intake staff at 416-961-8800, ext. 582 or toll-free in Ontario at 1-888-534-2222, ext. 582, or email us at ih@oct.ca. A College member is any person who holds a Certificate of Qualification and Registration issued by the College.
The College requires a formal written complaint to begin an investigation. To make a complaint, please complete, sign and mail the form below to:

The College’s Investigation Committee cannot consider or investigate complaints that are frivolous, vexatious, an abuse of process, or that do not relate to professional misconduct, incompetence or incapacity as per the Ontario College of Teachers Act (Section 26.2). The College cannot order monetary compensation or terminate a member’s employment.
The College does not comment on complaints or investigations unless the matter is referred to a public hearing. We encourage you to maintain confidentiality with respect to your concern.
The member about whom you have concerns will be provided with a copy of your complaint. If the matter is referred to a hearing, you may be required to testify.
