1. Call to Order/Welcome

The Chair, Marilyn Laframboise, called the meeting to order at 4:05 p.m. and welcomed all present.

It was moved by Nancy Hutcheson, seconded by Paul Brazeau, and

That the Agenda for the October 20, 2005 Special Meeting of Council be approved.

3.1 Regulation Amendments

3.1.1 Extension of Terms of Office of Elected Members of Council (GC20051020-199C)

The Registrar spoke to the extension of the terms of office of elected members of Council and noted the amendments to Regulation 225/00.

It was moved by Marilyn Laframboise, seconded by Hilda Watkins and

CARRIED,

That Council approve the amendments to Regulation 225/00, Extension of Terms of Office of Elected Members of Council, to extend the term of the third Council by six months to November 8, 2006 as proposed by the Minister of Education as follows:

1. Subsection 1(a) on Ontario Regulation 225/00 is amended by striking out “this Regulation” and substituting “Ontario Regulation XXX/05”.

Note: When the regulation is filed with the Registrar of Regulations, the date of the day of filing will be added to subsection 1(a).

2. Section 2 of the Regulation is revoked and the following substituted:

2. The terms of office of persons to whom this Regulation applies are extended to November 8, 2006, or to the day before the first regular meeting of the Council held after the 2006 election of Council members at which quorum is present, whichever is soonest.

3.1.2 Election of Council Members (GC20051020-200C)

The Registrar spoke to the amendments to Regulation 293/00 and answered questions.

It was moved by Marilyn Laframboise, seconded by Nancy Hutcheson, and

CARRIED,

That Council approve the amendments to Regulation 293/00, Election of Council Members, to change the date of the 2006 Council election, previously required to take place before April 30, 2006, to a date some time before November 9, 2006 as proposed by the Minister of Education as follows:

1. Subsection 2 (2) of Ontario Regulation 293/00 is amended by striking out “and before April 30 in every third year after 2003” and substituting “before November 9, 2006 and before April 30 in every third year after 2006”.

It was noted that the Regulation amendments were considered confidential until such time that they were filed with the Registrar of Regulations.
