1. Call to Order
The Presiding Officer, George Merrett, called the meeting to order at 10:05 a.m. and welcomed all present.
2. Agenda (GC20010621- 112)
It was moved by Steering, and
CARRIED,
That the Agenda for the June 21, 2001 Special Meeting of the Council of the Ontario College of Teachers be approved.
3. Business
3.1 Teacher Testing — Review of Proposed Legislation
Bill 80 - Stability and Excellence in Education Act (GC20010621-113, 114)
The Section 24 Amendments were reviewed and discussed in detail by Richard Lewko, Executive Co-ordinator. A question and answer session followed.
The Consequential Amendments were then reviewed and discussed in detail and a further question and answer session followed.
It was moved by Steering, and
CARRIED,
That Council move to go into Committee of the Whole.
At 1:15 p.m., Council moved into Committee of the Whole.
It was moved by Steering, and
CARRIED,
That Council rise and report from Committee of the Whole.
At 3:20 p.m., Council rose from Committee of the Whole and made the following recommendation:
That Council shall establish a process to appoint the Professional Learning Committee as outlined in Bill 80 and appoint two elected and two appointed members with direction to begin to:
- Work with management and staff to develop a regulatory and administrative framework for required Professional Learning.
- Design a mechanism for informing College members about the requirements for Professional Learning and the availability of two positions for members-at-large on the Professional Learning Committee, and
- Submit a business plan and budget for the Professional Learning Committee at the College to the Minister of Education to obtain funding.
- Authorize the Chair of Council to request that the Minister transfer to the College of Teachers the authority over the Professional Learning Committee.”

3.2 Labour Mobility and Amendments to Regulation 184/97 (GC20010621- 115)
The Registrar spoke to the Minister of Education’s letter dated June 13, 2001 addressed to the Chair, in which she indicated a desire to move forward with the amendments proposed to Regulation 184/97 by the College.
It was moved by Steering, and
CARRIED,
That the Minister of Education be advised that:
The changes proposed to Regulation 184/97, Teacher Qualifications, to enable teacher mobility as outlined in the Minister’s letter of June 13, 2001, are acceptable to the College in principle; and further,
Whereas the Labour Mobility Agreement enables the Registrar to make registration decisions on a case by case basis for Category 3 applicants, and whereas the Registrar has the discretion to issue certificates of qualification and registration under Regulation 184/97;
The proposed amendments must also provide the Registrar with discretion to issue an interim certificate of qualification with conditions.
