1. Call to Order/Welcome

The Chair, Marilyn Laframboise, called the meeting to order at 4:20 p.m. and welcomed all present.

It was moved by Ted Coulson, seconded by Elizabeth Papadopoulos, and

That the Agenda for the October 10, 2006 Special Meeting of Council be approved.

3.1 Appointment of a Public Member to the Executive Committee

The Chair reported that Gail Lilley’s appointment to the Executive Committee had expired when her term of office ended on September 30, 2006. As a result, a vacancy existed on the Executive Committee for an appointed member.

Policy Analyst, Katherin Platt, explained the voting procedure to select an appointed member to the Executive Committee. She noted that three members had applied for that position: Garry Humphreys, Amin Saab and Pauline Smart.

A confidential on-line poll was taken and the teleconference operator informed Council members of the results of the vote.

It was moved by Jennifer Pitt, seconded by Don Cattani, and

CARRIED,

That Council appoint Garry Humphreys (appointed) to the Executive Committee from October 10, 2006 to November 8, 2006.
