1. Call to Order/Welcome
The Chair of Council called the meeting to order at 3 p.m. She opened the meeting by acknowledging that Council members were gathered from various lands that were the traditional territory of the Wendat, the Anishnaabeg, Haudenosaunee, Métis and the Mississaugas of the Credit First Nation.
2. Agenda and Approval of Preparation Time (GC20201211-153)
It was moved by Colleen Landers, seconded by Kara Smith, and
CARRIED,
That the Agenda for the December 11, 2020 Special Meeting of Council be approved.

4. Business
4.1 Proposed Amendments to O. Reg. 176/10, Teachers’ Qualifications
re Temporary Certificate for Teacher Candidates (GC20201211-154)
The Director of Standards of Practice and Accreditation, Roch Gallien, provided a comprehensive review of the proposed regulatory amendment and the reason it was coming forward for Council’s consideration. He noted that the temporary certificates would be for a one year maximum term and that they were required on an emergency basis.
Following a question and answer session, a lengthy debate followed.
It was moved by Nicole van Woudenberg, seconded by Colleen Landers, and
CARRIED,
That Council approve the creation of a new class of emergency one-time and one-year Temporary Certificate of Qualification and Registration in the Teachers’ Qualifications Regulation to help address teacher shortages caused by the COVID-19 pandemic.
